SLOVENIA, September 24 - The proposed amendments to the Organisation and Financing of Education Act signal the start of a comprehensive reform of the education system. This proposal is the first legislative step in the announced overhaul of Slovenia's education system. The changes to the composition of educational institution councils aim to make the management of public kindergartens and schools more transparent and accountable, which is an important basis for further reform implementation. Substantive changes will be developed through ongoing professional discussions and dialogue with stakeholders. The proposed Act enables a more balanced composition of institution councils by granting stakeholders equal influence in terms of the number of representatives. The main objective is to increase the influence of the founder – the state or the municipality – and parents, while ensuring greater transparency and accountability of local communities and parents in the governance of public kindergartens and schools. The proposal also provides for a change in the constitution of the institution's council, stipulating that a council may be constituted once a majority of its members have been appointed or elected. To ensure the smooth implementation of European Cohesion Policy projects within the current financial framework, the amendment allows supplementary work to continue until 2030.
The Government assessed the situation regarding irregular migration and concluded that migratory pressures had decreased since the decision was made to set up Asylum Centre branches at the former Obrežje and Središče ob Dravi border crossings. The Government therefore repealed the decision to set up temporary Asylum Centre facilities at these locations. This measure had been adopted during a period of increased migratory pressure, when a large number of people had expressed their intention to apply for international protection. The planned facilities were intended to provide temporary accommodation for the duration of force majeure. However, as migratory pressures have gradually diminished since 2024, the aforementioned facilities were never set up, despite the decision remaining in force. In light of the current situation and the reduced need for additional temporary accommodation, the Government concluded that the grounds on which the decision was made no longer applied. In reaching this decision, the Government also took into account the concerns expressed by local communities and gave due consideration to their warnings about the impact of migration-related issues on the area. Notably, the majority of irregular entries into the Republic of Slovenia are recorded in precisely this area, which is located within one of these two municipalities. The decision reflects the State's response to the changed situation and forthcoming amendments to legislation governing international protection.
The Government has appointed Srečko Šestan as Acting Director-General of the Administration of the Republic of Slovenia for Civil Protection and Disaster Relief, combining the roles of Director-General of the Administration and Civil Protection Commander. The appointment is intended to ensure a more unified management of administrative and operational-technical tasks and to strengthen the links between the strategic and operational levels. This will allow for an even more effective response to natural and other disasters. Key priorities for the current term of office include further developing the protection system against natural and other disasters, improving the status of the protection and rescue forces, and promoting volunteering and engagement among young people in this field. Mr Šestan has been active in the protection and rescue field for several decades, serving as Commander of Civil Protection of the Republic of Slovenia since 2012. His expertise, effectiveness and effective communication skills have been invaluable in dealing with all major natural disasters and other emergencies over the past decade.
The Government also issued the Decree amending the Decree on the organisation, equipment and training of rescue and aid forces. The original decree was adopted in October 2025. The new criteria for organising and equipping civil protection units, services and bodies will replace the current rules on their staffing and the material structures of these units, services and bodies, which are due to expire on 30 September 2026. The revised criteria are based on well-established practices and bring the personnel and material structures into line with current technologies and equipment. The updated criteria will ensure the continuous and uninterrupted protection against natural disasters for all citizens and residents of the Republic of Slovenia, in line with Slovenia's objectives of maintaining and strengthening national security.
